This is the document that many are having trouble opening (likely due to the fact that if you have Word older than 2007, it won't):
To make the articles in this project consistent in appearance and content, we’ve created a plain text template for you to use. Please DO NOT compose your list in Word and then copy and paste. Either work directly in the attached template or copy, then copy and paste it into the Pub Tool and format as a last step OR copy and paste the template itself into the Pub Tool and then work there, adding formatting as you go. In either case, be sure to delete anything in the template that is in parentheses – those are simply formatting notes for your reference.
Here is how each county’s listings will look once formatted.

If you aren’t familiar with how to format your text to look like the above sample, this should help:
To add formatting to text, highlight the text you want to bold, underline, or add a hyperlink to then:
• To bold the text, click the B button that the green arrow points to. (Or press Ctrl + B.)
• To underline the text, click the U button that the red arrow points to. (Or press Ctrl + U.)
• To make the text a hyperlink, click the globe with a chain link on it that the yellow arrow points to, then paste the URL into the box and click OK. (Or press Ctrl + L.)
